Bind mount permissions - unexpected mounting as root:root

I wonder if it has something to do with rootless Docker as mentioned here:

I want to bind mount a directory running as the same user inside the container as on the host. I also need to run using a rootless dockerd. But as far as I know I don’t run rootless Docker. I followed the instructions from here:

Install Docker Engine on Ubuntu

Is there an easy way to check if Docker is running in rootless mode?
