Failed to create endpoint "Name" on network nat:HNS failed with error

We tried to install Planning Analytics Workspace on a D drive but looks like the NAT:HNS is corrupted. I tried a lot of command recommended by IBM but I always received the same error message which is "Error response from daemon: failed to create endpoint “Name” on network nat:HNS failed with error : The file cannot be opened because it is in the process of being deleted.

Any idea on what we should do to resolve this issue?
