Having a very trivial but crucial problem with user permission in Docker container

Having a very trivial but crucial problem in Docker container.
Have installed required product RPM in Docker file and created image.
Not using any volumes
One of the RPM adds user “user1” and it belongs to group “group1”.
When this image is instantiated on OS, folder /usr/local/D1 is owned by user root and group "group1"
Earlier user “user1” was created and made part of group “group1”.

But this user is unable to create files in folder /usr/local/D1, even though group “group1” has r,w,x permission on that folder.

Any help would be appreciated.

what user ID is making the request?

a web server usually runs under user www-data
