Docker images with python-poetry.

# Motivation

Dockerfiles will have less boiler-plate for applications that require the local installation and testing of poetry packages.

# Is there demand?

[Yes](https://stackoverflow.com/questions/53835198/integrating-python-poetry-with-docker).

# Is it hard to do manually?

Can [be](https://github.com/python-poetry/poetry/issues/4865).

# Implementation

This can be added to the existing Python repository on Docker Hub. Each version of Python may have tags for images with poetry.
