Run docker as a service

If Docker for Windows should be a developer tool, it should be able to run as a service for CI-jobs. Is the solution Windows Server 2016? Does it only run Windows containers or Linux containers too?

I found out that docker desktop is unable to run under a service or through the task scheduler for a particular user unless that particular user logs in at least once, runs docker desktop, and accepts the license agreementā€¦

adding the service user the local user group ā€œdocker-usersā€ and signing in and accepting the terms, helped.
