Stopping a linux container on Windows 2019 server takes a few minutes - is it normal?

On a windows 2019 server vm I ran this command:
docker run -d --name webA nginx:latest

Then
docker stop -t 5 webA

The stop command took roughly 5 minutes to finish. The docker kill command is almost immediate.

Is it normal? I would have expected a few seconds, let’s say somewhere between 5 and 30 seconds but not 5 minutes. Starting the containers is very quick.

Also according to the docs: https://docs.docker.com/engine/reference/commandline/stop/:

--time , -t 10 Seconds to wait for stop before killing it

That’s not what’s happening, otherwise after 5 seconds the container should have been killed immediately.

One more thing I noticed, when I run docker ps --all the status for the webA container is: Exited (4294967295). Where do I find the descriptions for these codes? My understanding is that 0 represents a success exit.
