Up time for a workload in a Docker Container

I have heard that a workload on a Docker container can stay up for as little time as 53 milliseconds. In other words, a workload in a container is spawned for as little as 53 milliseconds duration. Now this may be a theoretical time however; I was wondering in reality, how many enterprise class customers would have such a dynamic environment i.e. have workloads for merely 53 milliseconds.
What would be an avg up-time for a workload container?
