Win2019 - failed to register layer: failed to start service utility VM

Hi there,
We have a Windows 2019 server deployed in Core mode and installed Docker EE version 17.10.0-ee-preview-3, build 1649af8
It works well with Windows containers, but we would like to use Linux containers. I installed Hyper-V and Container features, enabled LinuxKit system and restarted Docker service.
When I try to pull the ubuntu image, I have the following error:
