Accessiblity from a single ip address for host and containers

Expected behavior

This functionality can be used via using the ip address of a connected network.
for example en8: 192.168.144.200.

So containers can communicate via this host address and the container host can also connect to this address.

But obviously when connected to different network or no network; this functionality is lost.

I would of assumed that docker-ipv4=192.168.65.2 would of been accessible. is there any approach that
I can use to get this behaviour.
