I had the same issue running Ubuntu 22.04 + Docker Descktop on VMware

Two things should be done:

  1. Check if KVM module waas loaded
    Install Docker Desktop on Linux | Docker Documentation
  2. Check and enable options under “Virtualization engine”
    VM settings → Processors → “Virtualization engine”
