Docker for windows on windows 10 enterprise either does not start

docker for windows on windows 10 enterprise either does not start or after start throws the following error:

error during connect: Get http://%2F%2F.%2Fpipe%2Fdocker_engine/v1.37/containers/json: open //./pipe/docker_engine: The system cannot find the file specified. In the default daemon configuration on Windows, the docker client must be run elevated to connect. This error may also indicate that the docker daemon is not running.

The system is running with avecto defendpoint

When trying to stop the service I get the message “Windows could not stop the Docker for Windows Service on Local Computer. Error 1067: The process terminated unexpectedly.”
