Making all swarm nodes managers -- why not?

Hi,

Is there any harm in making all swarm nodes managers?

Is there some performance penalty or another reason one shouldn’t do this?

I would not overdo it. Raft communication creates some kind of overhead and the latency should not be extreme. So when creating huge clusters I’d go with 3, 5 or 7 managers. But I’d never do sth. like 21 managers. That just makes no sense.
