On system restart docker daemon fails to start automatically

I have ubuntu16.04 xenial,
with docker v17.03,

err: docker daemon is getting failed to start, when ever I restart the laptop

I have reinstalled docker and tried this

 sudo service docker stop  
 sudo rm -rf /var/lib/docker
 sudo service docker start 
(this thing fixes till the system is on )

but on system restart docker daemon fails to start automatically
