Unable access to hub.docker.com on new laptop

I can go to hub.docker.com by my old laptop. Yesterday i bought a new laptop but it couldn’t go to that website.
Although I can open docker desktop and it runs normally, I can start mysql normally but I can’t access the website “docker hub” when I visit that website by the new laptop, the website error like this:

Interesting. So Docker Hub doesn’t work and it gives you a link to a support page on Docker Hub. Do you still have your old laptop? Can you file a support ticket from there as it is suggested in the error message?
