i wonder if anyone found the solution to this - if not I it could be because Docker creates a new user group in Windows call docker-users.
Right click on the Windows start and go to Computer management and click on the Local Users and Groups then select groups and select docker-users - click on Properties then what I did was add my username as well as the Administrator to the docker-users group
