Access to Container Outside VM in Windows

DESCRIPTION:

I have installed Docker Toolbox on my Windows 7 Desktop at work. I am trying to create an image of POPHealth for use in my company. I followed the OSEHRA Instructions from someone who was able to do it. When I run KitMatic I am forced to run with Virtual Machine even though the example doesn’t appear to mention that.
I am able to install and run my application just fine. I use:

docker run -it -p 8001:8000 -p 27018:27017 pophealth/dev:latest

EXPECTED BEHAVIOR:

I would expect to be able to click on the web preview section and see my application load in my browser.

ACTUAL BEHAVIOR:

A page loads at 192.168.99.101:8001 with a message stating “This site can’t be reached”

COMMENTS:

I’ve tried port forwarding on the virtual machine: If I run

docker ps

result:

And in VM my port forwarding is set to:
