Currently Docker Hub is not available for people who live in Sudan, if you open the website from there you will get, 403 Forbidden.
The US department of commerce has removed Sudan restrictions, but OFAC still has it listed as a SDN (Specially Designated Nations). Google just opened (for Sudanese IPs) few of its services, I think adsens, hosting, firebase, and some others.
Imagine an entire country where every software “service” is installed directly in the host OS, or in a virtual machine, it is ugly there just joking.
Is there any chance that Docker Hub and the ppa repository will be opened for Sudanese IPs soon?
