Billing account (company): 1 (billing) plan to rule ALL the organizations repositories?

I have setup a billing plan.
It only appears to apply to one of the organizations repositories.
I would like it to apply to ALL the organizations repositories.

Sent email to support@docker.com requesting same.
No response.

Any suggestions?
