Is there anyway to bill to an organization rather than an individual?
Unfortunately that is not possible yet. This will be possible once teams and organizations support is enabled in Docker Cloud.
When will teams and organizations be supported?
Support for teams and organizations is tentatively planned for towards the end of June 2016.
