Docker Desktop always starts although disabled

Still an issue in april 2020 … on version 2.2.0.3 (42716) for windows 10.
Uninstalling the client until it is fixed. Makes me annoyed in the morning.

Still not working (2.4.0.0 (48506)) on Windows 10. Even disabling it in the task manager did not solve this issue for me.

For those who don’t want to edit registry, there’s a nice tool from Microsoft:

Came here for the registry fix but why is this still an issue 3 years later? It seems like Docker treats this bug as a feature.

If you have a starting process from Intel called “Delayed Launcher” your Docker may be there. A solution is http://live.sysinternals.com like @varnav purposes, then you can go inside the delayed launcher and delete docker autorun. There is a search bar, write docker, right click on the result for auto run and delete. Cheers!
