I renamed the topic. Please, always choose a topic name which is a short description of the issue rather than “Docker is not working”.

I can imagine to possible causes:

  • Docker Desktop was installed on Windows before and was not properly uninstalled
  • You tried to install Docker Desktop, but it failed after it could install the mentioned file and you tried to install again.

Either way, you should completely uninstall it and try a clean install.

Have you tried to check if the mentioned file exists?
