I have Windows 10, Enterprise Edition and trying to install Docker Desktop 2.0.0.3 and it fails with the following message :
The process cannot access the file ‘C:\Program Files\Docker\Docker\Bugsnag.dll’ because it is being used by another process.

I restarted my laptop and also tried to install previous version of Docker and it also failed. There is nothing in the Requirements that I don’t have so I am not sure what’s going on?
