Docker for Windows 10 desktop still spinning after Settings Apply & Restart

I haven’t opened Docker in a while, but am getting back into it (I kept it up to date though when it popped up), and after going into Settings and changing some things, it appears to be stuck, though there’s still single-digit percentages of CPU being used for it, but I can’t tell if it’s actually doing anything useful or just stuck. (because I can’t add two pics because I’m “new”)

How long should I wait for it to finish applying changes and restarting? Or how do I tell if it’s doing anything useful? Or what’s the best way to give it a good kick forward without corrupting anything?

I’ve only played around with it, haven’t built any serious containers (just the initial wizard walkthrough ones), so I can do a complete reinstall from the latest, but I’d just like to know what’s normal for this. I’m on the latest version of Windows 10 Pro; I always stay up to date. Thanks.
