Docker for Windows does not close completely so can't be restarted

I have installed Docker Desktop for Windows v4.37.1 on a new MSI Windows 11 Pro laptop. It starts properly the first time and starts the only container I have (WebODM) successfully. If I subsequently close Docker and then try to start it again (double click the desktop icon) nothing happens.
Firstly I tried restarting the laptop which then let me start Docker normally, but the same issue happened - I closed it and later tried to start it again without success.
I then checked Task Manager and found that after closing Docker Desktop it was still running (3 instances!) as well as Docker Desktop Backend (4 instances!). Stopping these tasks in Task Manager allowed me to start Docker again, but the same issue (not able to start a second time after closing Docker) still exists.
I have Docker (v4.36.0) running on my other laptop (Dell) and it does the same thing. In the past I could open and close any number of times without issues.

Anyone know the fix for this? There is another post of this exact issue with the same “fix”, but needing to kill the Tasks in Task Manager is not acceptable long term.
