Docker toolbox - Cannot reach to container port

I´m following the oficial guide, step 2, and when it comes to put on browser localhost:8000 I get ERR_CONNECTION_REFUSED

System:

  • Windows 10 pro x64
  • Docker version 19.03.1, build 74b1e89e8a

I installed Docker Toolbox because I have a running VM Virtualbox and hyper-v enabled.

PS: When open DockerQuickstartTerminal I get this message:
docker is configured to use the default machine with IP 192.168.99.100
Tried with that ip:8000 and still: ERR_CONNECTION_REFUSED
