Do any SOPs exist for installing Docker into a Ubuntu 16.04 VPS? I’ve tried on various VPS providers and Ubuntu and Windows flavours and they both fail to work.

Currently with VPSs on OVH and Clouding and no issue whatsoever to do an “apt-get install docker” and then follow -> https://portainer.io/install.html
From there, good luck!
