Increased memory committing with latest docker-ce version

Since upgrading our Docker-ce to version 19.03.2 we see a big increase in memory committing of the host system. Why is this?

We have seen it before with older versions, and was fixed in later versions. Now this behaviour returned?

This issue was unrelated to the docker version, but was a consequence of a rabbitmq container with growing queued messages. This can be closed.
