Quote from the top of the release note page
Docker Desktop versions older than 6 months from the latest release are not available for download.
So just because a version supports an older macOS, it doesn’t mean it is maintained and compatible with Docker Hub or new Docker images. You can still try my guide here to download any old versions at your own risk
