Push/pull returns "denied: requested access to the resource is denied"

I have a paid registry plan. All my existing registries are now returning
"denied: requested access to the resource is denied"
when I try to push or pull images. It works OK if I create a new repository. Is there any known issues or solution to this?

The problem started sometime between 9.-14. April 2020.

I have full read/write and ownership of the registries.

I solved the problem with: upgrade the version of docker EE on mac.
