Run docker desktop without admin permissions

I have docker desktop installed on windows 10 machine. I have been using it just fine. Recently after i rebooted my machine i received a message saying " Service is not running, Docker desktop service is not running, would you like to start it? Windows will ask you for elevated access"

I don’t have privileges to elevate access. Why is this happening now? I then asked IT to install the latest (stable) version. All was well until i rebooted, i then receive the same error message.

How can i run docker desktop without needing elevated privileges?

The version i am using is docker for windows stable 2.3.0.3. And here is the error message

My IT department has no idea how to fix this

I am also encountering same issue on my Windows 10. Any idea how to resolve this please?
