Unable to install Docker 3.0.0 onto new Windows Server 2019 Datacenter VM

Expected behavior

Installation of Docker Desktop onto Windows Server 2019 completes without issue.

Actual behavior

Towards the end of the install process, the docker service “fails to start in a timely fashion” and the entire install process is rolled back (except for the windows service which is not removed)

I cannot find any useful information in event viewer either, and as far as I am aware all prerequisites for Docker Desktop have been installed. I have also tried using an earlier version of Docker Desktop (2.5.0.0) which failed at the same step. I am running the .exe as an administrator.
