Why is getting a manifest considered against pull rate limits?

I’m writing some tooling that is fetching tags and image manifests (not image layers/blobs) and I’m getting rate-limited at 200 requests per hour.

Is this intentional? Why is doing a HEAD/GET for a small amount of metadata considered a costly operation for Docker Hub?

So short answer here, yes, it is intentional, but I have no information about why.
