Windows Sever Nano can't create a volume

Running Windows 10 docker with Windows server Nano.
I cannot create a VOLUME of a folder that was created with a COPY or ADD command. Does anyone know why?

COPY Installs c:\files
EXPOSE 2525 25 21 25565 25575 14147 25000
