WSL integration with distro 'Ubuntu-22.04'

I was upgraded to windows 11 recently. If I keep the “Use the WSL 2 based engine” off. Once I turn it on I get:

This never goes away no matter what I click on.
I have wsl 2 version 2.2.4.0 but it is only 136 MB

I’ve tried repairing and resetting it. I uninstalled ubuntu completely and none of those changes made any differences. Is there any way to fix this or do I just have to not use wsl engine?
I’ve tried re-installing docker desktop and updating.

Can you start a WSL distribution without Docker Desktop?

Not even when you click on “Skip Ubuntu 22.04 WSl distro”? Doesk Deskto doesn’t need an Ubuntu distro, only if you want to use WSL integration and use the Docker commands from that distro. Docker Desktop runs its own distro based on LinuxKit.
