Can't start docker with error: Hyper-V service vmms is not available

I go to optional features to enable Hyper-V. I also used the PowerShell command. I am on windows and trying to enable Hyper-V and when I restart its a completely dark screen. no mouse, can’t open task manager or CTRL+ALT+DEL.
