Docker Desktop 3.5.2 won't start after update - FAIL: Hypervisor framework fails

Today I got notified my docker app needed to be updated. I went through the process of the updating to the latest 3.5.2 release and after restarting my machine (MacMini (Late 2012) - [Intel Chip] running macOS Catilina 10.15.7) - docker could no longer start and I get an error message.

I went through the process of uninstalling + reinstalling a few times but still without a functioning app.

The previous version worked fine - what broke in this update and more importantly how do you fix it?

Any advice is much appreciated - I don’t think I’m alone, this seems to be a big issue.
