Docker won't start, Not running - Can't update because Mac says Docker is running

Mac, running Big Sur

Docker is not starting at bootup. Docker icon is not on menu bar at top right. Click on Force Quit, Docker is not listed there. Try to download and install/update Docker, Mac says can’t because Docker is running. WHAT THE HECK?

Having the same issue

I had to track down the PID and kill the process that way. I was then able to start it again after a delay.
