Error on Docker Desktop startup

Issue Type: Docker failing to start after a clean install
OS Version/Build: 10.0.19045
App Version: Docker Desktop 4.5.1 with WSL2 installed/enabled
Steps to reproduce: Launch Docker

Description of issue:

Getting an error on launch when opening Docker Desktop. This error comes up in a Docker Desktop Error window as well as a Microsoft.NET Framework window. I have googled this error and am unable to find a fix for the problem. I have done a full uninstall and purge of all docker files/folders and reinstalled it.

I was able to fix this issue by running docker as an administrator one time, closing it and running it as a normal user. It appears Docker has some additional changes it needs to make to the machine on first launch. This causes problems if the end-user of the software does not have admin rights to the machine.
