Steps to reproduce the behavior

Changing the boot order on the VM fixed the issue I was having here. Moved the vhdx to the top of the boot order and was then able to initialize.

Thanks for reporting - I’ve created an issue to track this.

If you have time to dig into the details, it’d be interesting to understand why the VM doesn’t boot when the DVD drive is at the top of the boot order.
