I cannot process payment with my debit / credit cards

Hello when i try to upgrade my plan to pro with my debit card
It’s say ‘the payment has been declined’

and when i changed to use my credit card instead
It’s say ‘We couldn’t capture provided card: Your card was declined.; code: card_declined; request-id: req_6dNzSJ75eg2wTM’

Currently, credit card is the only payment method accepted for purchases of Docker Pro. Looking at the request id provided, it looks like payment attempts using your credit card failed due to a card decline rate limit being exceeded.
