I can't configure the docker proxy on an RHEV server, so I can't connect to the Docker Hub

Good afternoon I’m trying to connect to a docker hub from an RHEV server and I find the following error, which failed to deliver a solution:

Daemon error response: Get https://registry-1.docker.io/v2/: net / http: request canceled while waiting for connection (Client.Timeout exceeded while waiting for headers)

I am configuring the proxy environment variables and so on, but when I run a docker info I do not see proxy information:

But as you can see I am configuring the environment variables for proxy docker:

[soportem@tcanp021 ~]$ sudo cat /etc/systemd/system/docker.service.d/http-proxy.conf
Environment=“HTTP_PROXY=http://e10697:xxxxxx@10.164.100.36:8080/”
Environment=“HTTPS_PROXY=http://e10697:xxxxxx@10.164.100.36:8080/”

[soportem@tcanp021 ~]$ env | grep -i proxy
http_proxy=http://e10697:xxxxxx@10.164.100.36:8080
https_proxy=http://e10697:xxxxxx@10.164.100.36:8080

And I can curl google, with which I have access to the internet:

[> soportem@tcanp021 ~]$ curl www.google.com

What could be happening, this problem makes me crazy
