Install fails to create .docker, docker.sock etc

Expected behavior

I uninstall docker toolbox to run only docker mac.

Actual behavior

I have tried all manner of clean installs since. Docker does not recreate the .docker folder, does not recreate keys, even after complete uninstall and reinstall, even if all *docker* files are cleaned out of ~/Library.
