I had to allow osx to contain both docker.app and com.docker.socket. Then only after rebooting was I allowed to reinstall docker desktop from a freshly downloaded docker.dmg for apple silicon. Afterwards I had to allow docker desktop to repair the symlink to docker-compose as well as recreate the socket.
I have the same situation. Docker.app is considered a malicious file and cannot be run. It is v4.33.0 and I am using M1 Pro Macbook Sequoia 15.1.1 version. (Mac has not been updated) After the error occurred, the App was moved to the trash on Mac
