Restart option from Menu

Expected behavior

Restart option should be there in the menu, if Docker fails to initialize

Actual behavior

Now, we need to stop the running instance first and manually go to the start menu or desktop and click on Docker for Windows.

Steps to reproduce the behavior

  1. Try to start Docker in low memory scenario
  2. Docker will fail to initialize and show a message that Not Enough memory is available
  3. Icon in the tray will be in red color
  4. Increase available memory by closing unwanted applications
