Cannot upgrade to 2.2.0.3

At first, Docker 2.2.0.0 would not uninstall. It got stuck at “stopping VM” and when I manually stop it in Hyper-V Manager, it got stuck at “deleting VM”

Then I followed a link and run the powershell script provided .

The script seems to be able to remove installation directories but somehow left the registries in tact. Docker still shows up in Apps & Feature and when trying to uninstall it says cannot find Docker Desktop Installer.exe, and when launcing 2.2.0.3 installer it still asked if I wanted to upgrade from 2.2.0.0. If I say Yes, I got this error.

Please advise.
