Can't create a Team as an Organization owner

I’ve recently signed up to a Team subscription and have created an organization (Org1). However, when I attempt to add a Team to Org1 I’m told I can’t do it because only ‘owners of this org’ can create Teams. And yet I’m in the owners Team within Org1 in which I’m trying to add a new team. When I look specifically at Org1’s details, it tells me I have ‘OWNER’ permission so presumably I should be able to do this. If I look at the highest level to view all organizations available, it tells me my role is ‘Member’ for this org1 namespace.

How can I create a Team? I’m at a loss…

Same for me, created a new org today and have the same issues as described by Op.
Let’s see if the support ticket I filed yields any returns.

But it’s not confidence inducing, that’s for sure.

I got a reply from support, and resetting my password did indeed fix the missing permissions:

Thank you for contacting Docker Support.
We are aware of this issue and are working to fix this bug on our end. You should get owner access after some time.
Alternatively, you can try resetting your user account password. We have had similar case previously and the issue was solved after resetting the owner’s user account password.
