Docker Desktop 2.3.0.4 fails to install on Windows 10 Insider Preview 20175

I got a notification of an update to Docker but it failed to install. I have now tried 3 times and Apps And Features shows Docker is not installed. The failure has the message:

Is anyone else aware of a problem and what the solution should be?
