Docker Swarm on windows 2016 promoted to "Manager" now service will not start

I have installed docker for windows 2016 , I was able to add it to the swarm , but after I promoted the windows2016 server to swarm manager , it would not show it as manager as " docker node ls" or take any commmands

rebooted and now the windows service for docker will not start

Swarm for Windows is not working / supported atm. You can create a swarm from W2016 and other W2016 will join but you cant deploy services. See:
