Downloaded the latest Edge build for Docker desktop for mac 2.1.0.0. Any setting that is changed in preferences does not take effect, the “Apply and Restart” button does not become enabled, and using the “restart Docker” option from the top menu does not actually apply the changes. Has anyone else experienced this?

Yep - same issue here! Can’t get kubernetes started either.
FWIW, after learning that my docker images had been blown away while trying to get things working, I decided to reset to factory defaults. Once that was done, “Apply & Restart” became enabled appropriately (and I was able to get k8s started).
