Uninstall should reset the state of Hyper-V as it was before installation

Expected behavior

If I uninstall Docker Windows, it should revert the state of Hyper-V as it was before installation. This would reenable the usage of other VM Hypervisors like VirtualBox.

Actual behavior

Hyper-V feature configuration will not be changed on uninstallation.

Steps to reproduce the behavior

1. Install Docker
2. Let Docker enable Hyper-V
3. Uninstall Docker
